"Many cultural theorists like to frame cultural forms such as graffiti and rap as political movements, expressing the voices of the oppressed. This does a disservice to both politics and art. True political movements, from the civil rights movement to the grassroots organizing of the right wing, are serious enterprises, laboriously put together and self-consciously directed to specific political ends. These movements sometimes adopt art forms, but they are not generated by them."
