«The concerns held by the earlier generations of humanitarians about such workers are as relevant today as they were 100 years ago. Those concerns include the young age of some of them, their special vulnerability in a foreign country, the conditions under which they work, and bullying and coercion. An examination of the successes and failures of earlier campaigns to protect the welfare of such workers should shed light on current strategies. The shifting market for women's labour has always been a major factor in the supply of women for the sex industry.»
